Q: Does the balm leave an oily film/feeling on the skin when rinsed with water?

I did not use this balm because upon opening it, it smelled rancid. I do use a different version of Neutrogena Makeup Cleansing Balm and it breaks makeup down well and you are supposed to follow up with another cleanser.

Q: What are the ingredients?

Lots, gylcserine, corn starch... works very well.
